Of the 38 million lives lost to NCDs in\n2012, 16 million or 42% were premature and avoidable \u2013 up from 14.6 million in\n2000.<\/p>\n\n\n\n<p>Nearly 5 years into the global\neffort to reduce premature deaths from NCDs by 25% by 2025, the report provides\na fresh perspective on key lessons learned.<\/p>\n\n\n\n<p>Premature NCD deaths can be\nsignificantly reduced through government policies reducing tobacco use, harmful\nuse of alcohol, unhealthy diets and physical inactivity, and delivering\nuniversal health care. For example, in Brazil the NCD mortality rate is\ndropping 1.8% per year due in part to the expansion of primary health care. <\/p>\n\n\n\n<p>But the report calls for more\naction to be taken to curb the epidemic, particularly in low- and middle-income\ncountries, where deaths due to NCDs are overtaking those from infectious\ndiseases. Almost three quarters of all NCD deaths (28 million), and 82% of the\n16 million premature deaths, occur in low- and middle-income countries. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u201c<strong>Best buys\u201d to reduce the\nburden<\/strong><\/h3>\n\n\n\n<p>The WHO report provides the\nbaseline for monitoring implementation of the <em>\u201cGlobal action plan for NCDs\n2013-2020\u201d<\/em>, aimed at reducing the number of premature deaths from NCDs by\n25% by 2025. Outlined in the action plan are 9 voluntary global targets that\naddress key NCD risk factors including tobacco use, salt intake, physical\ninactivity, high blood pressure and harmful use of alcohol. <\/p>\n\n\n\n<p>\u201cOur world possesses the knowledge and resources to achieve the 9 global NCD targets by 2025,\u201d says Dr Oleg Chestnov, WHO\u2019s Assistant Director-General for Noncommunicable Diseases and Mental Health. \u201cFalling short of the targets would be unacceptable. If we miss this opportunity to set national targets in 2015 and work towards attaining our promises in 2025, we will have failed to address one of the major challenges for development in the 21st century.\u201d <\/p>\n\n\n\n<p>The report provides \u201cbest buy\u201d\nor cost-effective, high-impact interventions recommended by WHO, including\nbanning all forms of tobacco advertising, replacing trans fats with\npolyunsaturated fats, restricting or banning alcohol advertising, preventing\nheart attacks and strokes, promoting breastfeeding, implementing public\nawareness programmes on diet and physical activity, and preventing cervical\ncancer through screening. Many countries have already had success in\nimplementing these interventions to meet global targets. <\/p>\n\n\n\n<p>Examples of regional and\ncountry \u201cbest buy\u201d successes listed in the report:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Turkey\nwas the first country to implement all the \u201cbest-buy\u201d measures for tobacco\nreduction. In 2012, the country increased the size of health-warning labels to\ncover 65% of the total surface area of each tobacco product. Tobacco taxes now\nmake up 80% of the total retail price, and there is currently a total ban on\ntobacco advertising, promotion and sponsorship nationwide. As a result, the\ncountry saw a 13.4% relative decline in smoking rates from 2008 to 2012.<\/li><li>Hungary\npassed a law to tax food and drink components with a high risk for health, such\nas sugar, salt and caffeine. A year later, 40% of manufacturers changed their\nproduct formula to reduce the taxable ingredients, sales decreased 27% and\npeople consumed 25-35% fewer products.<\/li><li>Argentina,\nBrazil, Chile, Canada, Mexico and the USA have promoted salt reduction in\npackaged foods and bread. Argentina has already achieved a 25% reduction in the\nsalt content of bread.<\/li><\/ul>\n\n\n\n<p>Working on the ground in more\nthan 150 countries, WHO is helping develop and share \u201cbest buy\u201d solutions so\nthat they can be implemented more widely. While 167 countries have operational NCD units in the ministry of health, progress on other indicators has been slow, especially in low- and middle-income countries.<\/p>\n\n\n\n<p>As of December 2013 <sup>1<\/sup>\nonly:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>70\ncountries had at least one operational national NCD plan in line with the\nGlobal NCD action plan<\/li><li>56\ncountries had a plan to reduce physical inactivity<\/li><li>60\ncountries had national plans to reduce unhealthy diets<\/li><li>69\ncountries had a plan to reduce the burden of tobacco use<\/li><li>66\ncountries had a plan to reduce the harmful use of alcohol<\/li><li>42\ncountries had monitoring systems to report on the nine global targets.<\/li><\/ul>\n\n\n\n<p>NCDs impede efforts to\nalleviate poverty and threaten the achievement of international development\ngoals. When people fall sick and die in the prime of their lives, productivity\nsuffers. And the cost of treating diseases can be devastating \u2013 both to the\nindividual and to the country\u2019s health system. <\/p>\n\n\n\n<p>From 2011-2025, cumulative\neconomic losses due to NCDs under a \u201cbusiness as usual\u201d scenario in low- and\nmiddle-income countries is estimated at US$ 7 trillion. WHO estimates the cost\nof reducing the global NCD burden is US$ 11.2 billion a year: an annual\ninvestment of US$ 1-3 per capita.<\/p>\n\n\n\n<p>High rates of death and\ndisease, particularly in low- and middle-income countries, are a reflection of\ninadequate investment in cost-effective NCD interventions. WHO recommends all\ncountries move from commitment to action, by setting national targets and\nimplementing the \u201cbest buy\u201d interventions starting in 2015.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Editors note:<\/strong><\/h3>\n\n\n\n<p>The report provides the most\ncurrent estimates on NCD mortality (2012) and risk factors in 194 countries.\nThe 9 global voluntary targets are outlined in the report.<\/p>\n\n\n\n<p>The first UN General Assembly\nhigh-level meeting on NCDs took place in 2011 and resulted in the adoption of a\nPolitical Declaration that put the prevention and control of NCDs high on the\ndevelopment agenda. The second high-level meeting took place in 2014 where\ncountries committed to setting national NCD targets in 2015. In 2018, the UN\nGeneral Assembly will convene a third high-level meeting to take stock of\nnational progress in attaining the voluntary global targets by 2025.<\/p>\n\n\n\n<p>The 9 global NCD targets are:<\/p>\n\n\n\n<p><strong>Target 1:<\/strong> A 25% relative reduction in risk of\npremature mortality from CVDs, cancer, diabetes, chronic respiratory diseases.<\/p>\n\n\n\n<p><strong>Target 2:<\/strong> At least 10% relative reduction in the\nharmful use of alcohol, as appropriate, within the national context.<\/p>\n\n\n\n<p><strong>Target 3:<\/strong> A 10% relative reduction in prevalence\nof insufficient physical activity. <\/p>\n\n\n\n<p><strong>Target 4:<\/strong> A 30% relative reduction in mean\npopulation intake of salt\/sodium.<\/p>\n\n\n\n<p><strong>Target 5:<\/strong> A 30% relative reduction in prevalence\nof current tobacco use in persons aged 15+ years.<\/p>\n\n\n\n<p><strong>Target 6:<\/strong>A 25% relative reduction in the\nprevalence of raised blood pressure or contain the prevalence of raised blood\npressure, according to national circumstances.<\/p>\n\n\n\n<p><strong>Target 7:<\/strong> Halt the rise in diabetes and obesity.<\/p>\n\n\n\n<p><strong>Target 8:<\/strong> At least 50% of eligible people receive\ndrug therapy and counselling (including glycaemic control) to prevent heart\nattacks and strokes.<\/p>\n\n\n\n<p><strong>Target 9:<\/strong> An 80% availability of the affordable\nbasic technologies and essential medicines, including generics, required to\ntreat major NCDs in both public
